December 4 this year is the 22nd "Legal System Publicity Day" and the ninth "National Constitution Day". We should promote the spirit of the Constitution and establish its authority, starting with you and me.

On the occasion of studying, propagating and implementing the Party's 20 Great Spirits, we also usher in the "12.4" Constitution Day and the fifth "Constitution Publicity Week". The theme of the 2022 National "Constitution Publicity Week" is "Studying, propagating and implementing the Party's 20 Great Spirits and Promoting the full implementation of the Constitution".

The status of the Constitution

The Constitution is the fundamental law of the state and the general constitution of governing the country. It has the highest legal status, legal authority and legal effect. Fully implementing the Constitution is the primary task and fundamental work of comprehensively advancing the rule of law and building a socialist country under the rule of law.

Part of the Constitution

There are five sections. They are the preamble, the first chapter "General Principles", the second chapter "Basic Rights and Obligations of citizens", the third chapter "State institutions", and the fourth chapter "National Flag, National Anthem, National Emblem and Capital".

The origin of National Constitution Day

1. On September 20, 1954, the First session of the First National People's Congress adopted the Constitution of the People's Republic of China.

2. The current Constitution was adopted at the Fifth Session of the Fifth National People's Congress on 4 December 1982.

3. On April 26, 2001, the CPC Central Committee and The State Council decided to implement the current Chinese Constitution on December 4 as an annual national legal publicity Day.

4. From October 20 to 23, 2014, the fourth plenary session of the 18th Central Committee of the Communist Party of China was held. "December 4 every year as the National Constitution Day" became the consensus of the plenary session of the Central Committee, and was written into the historic document "The Decision of the Central Committee of the Communist Party of China on Several Major Issues concerning Comprehensively Promoting the Rule of Law".

The meaning of National Constitution Day

The establishment of the "National Constitution Day" is an important ceremony to convey the idea of governing the country according to the constitution. We should not only add a new day of commemoration, but also make this day a day of "education Day, Popularization Day and Deepening Day" of the Constitution for the whole people, so as to create a social atmosphere in which the whole country respects the Constitution, puts the Constitution first, and uses the Constitution to safeguard the rights and interests of the people. This will help popularize the concept of the Constitution, establish the authority of the Constitution, and expand the mass and social foundation for the implementation of the Constitution. It is helpful to carry forward the constitutional culture of the Chinese nation, strengthen the country's "cultural soft power", establish a good image of respecting the Constitution in the international community, and expand the international influence of the Chinese Constitution.

On the occasion of the "National Constitution Day", the Museum of Weixian Concentration Camp of Ledaoyuan publicized and popularized the knowledge of the Constitution and laws to all walks of life by hanging banners in the Yuhe Scenic Spot, making a wechat official account, and taking this opportunity to popularize a series of legal knowledge closely related to life to tourists and audiences, further promoting the spirit of the Constitution and safeguarding the authority of the Constitution. We will promote the full implementation of the Constitution.

"Law, the program of the world is also the instrument of everything." Ledaoyuanwei County Concentration Camp Museum will further study, publicize and implement the Party's 20 Spirit through the Constitution publicity activities, guide visitors to firmly establish the awareness of the Constitution, cultivate the spirit of rule of law, consciously safeguard the dignity of the Constitution, so that the Constitution will be further popular.
