Culture is the spiritual lifeblood of a nation, and cultural confidence is a more basic, broader and deeper confidence. It is the most basic, profound and lasting force for the development of a country and a nation.  We should thoroughly study and implement the Party's 20 National Principles, adhere to the socialist path of cultural development with Chinese characteristics, vigorously develop cultural programs and cultural industries, constantly stimulate the cultural innovation and creativity of the whole nation, and enhance the spiritual strength for realizing the great rejuvenation of the Chinese nation.

Fully recognize the significance of thriving and developing cultural undertakings and industries in the new era

Cultural construction is an important cause of bacon casting soul, concentration and strength. Thriving and developing cultural undertakings and industries is conducive to developing socialist culture and upholding and developing socialism with Chinese characteristics. It will help better meet people's cultural needs and fulfill their new expectations for a better life. It is conducive to the cultivation of people through culture, education and yuan cultivation, enhancing the spiritual strength of the people and promoting their all-round development; It will help foster and carry forward core socialist values and build a common spiritual home for the Chinese nation. While recognizing the major achievements made in cultural development, we must also be sobering aware that on our new journey to fully build a modern socialist country, culture has yet to fully play its role in guiding fashion, educating the people, serving society, and promoting development. The capacity for cultural innovation and creation is not strong enough, and there are not enough excellent cultural products and services. Chinese cultural discourse power is not matched with comprehensive national strength and international status, so the task of safeguarding national cultural security and promoting Chinese cultural influence is more arduous. We must strengthen our cultural confidence, promote cultural self-improvement, give full play to the role of culture in shaping the soul and empowering the people, firmly focus on the mission and task of raising the banner, gathering the people's hearts, educating the new, revitalizing culture, and developing our image, take core socialist values as the guide, and focus on meeting the cultural needs of the people and enhancing their spiritual strength, and strive to create excellent literary and artistic works and provide excellent cultural products. We will vigorously develop cultural programs and industries to energize economic and social development and realize the Chinese dream of great national renewal.

We promoted the prosperity of socialist literature and art

Literature and art are the clarion call for the advance of The Times, and the cause of literature and art is an important cause of the Party and the people.  I write to members of Wulan Mu Qi in Sunit Right Banner of Inner Mongolia Autonomous Region, old professors of Central Academy of Fine Arts, teachers and students of National Opera Academy of China, artists of China National Theatre and China Oriental Performing Arts Group. The CPC Central Committee issued the Opinions on Flourishing and Developing Socialist Literature and Art, and The General Office of the State Council issued several Policies on Supporting the Inheritance and Development of Traditional Chinese Opera, which helped China's literature and art industry enter a new stage of development. A working mechanism with creation as the core task and performance as the central link has gradually taken shape. Major performances such as The Great Journey, Strive, Sons and Daughters of China and Forty Years of Our Life have been successfully held. Excellent literary works such as the dance drama Eternal Waves, the dance poetry drama Only This Green, the opera Yimeng Mountain and the drama Gu Wenchang have been continuously emerging.

According to the report to the 20th National Congress of the CPC, we will adhere to a people-centered creative approach, produce more excellent works that enhance the spiritual strength of the people, and cultivate a large number of literary artists and cultural and literary talents with both moral and artistic integrity. We will improve the modern system of public cultural services

Developing public cultural services is an important way to protect the people's cultural rights and interests, improve the people's quality of life, and strengthen weak links in cultural development.  The Law on the Guarantee of Public Cultural Services and the Law on Public Libraries were promulgated and implemented, and the General Offices of the CPC Central Committee and The State Council issued the Opinions on Accelerating the Construction of a Modern Public Cultural Service System and the National Guiding Standards for Basic Public Cultural Services (2015-2020) and other documents, promoting remarkable progress in the construction of China's public cultural service system. The six-level network of public cultural services covering both urban and rural areas has been increasingly improved. Mass cultural activities such as "village Evening" have been carried out extensively. The development of a smart library system and a public cultural cloud has been accelerated, and new types of public cultural Spaces have been emerging.

The report to the 20th National Congress of the Communist Party of China proposed to implement the national culture digitization strategy, improve the modern public cultural service system, and innovate cultural projects to benefit the people. We should adhere to the principle of government leadership, social participation, downward focus, joint contribution and shared benefits, coordinate infrastructure construction and service efficiency improvement, promote the integration of urban and rural public cultural service system, and strive to provide higher quality, more efficient, fairer and more sustainable public cultural services to the people. We will strengthen the systematic protection and utilization of cultural heritage

Cultural heritage such as cultural relics, ancient books and intangible cultural heritage is an important carrier of fine traditional Chinese culture and the common wealth of all mankind.   Congratulatory letters to the discovery of Yangshao Culture, the 100th anniversary of the birth of modern Chinese archaeology and the 44th World Heritage Conference. The General Offices of the CPC Central Committee and The State Council issued the Opinions on Implementing the Project of Inheriting and Developing China's Fine Traditional Culture, Opinions on Strengthening the Reform of the Protection and Utilization of Cultural Relics, Opinions on Further Strengthening the Protection of Intangible Cultural Heritage, Opinions on Promoting the Work of Ancient Books in the New Era and other documents. We promoted the protection and utilization of cultural heritage to a new level. The foundation of cultural heritage resources has been gradually established, and the project to explore the source of Chinese civilization, the Plan to protect ancient Chinese books, and the plan to revitalize traditional Chinese crafts have been further implemented. Cultural heritage has been further revitalized, and "archaeological fever", "museum fever" and "intangible cultural heritage fever" have become common trends.

The report of the 20th National Congress of the Communist Party of China proposed to strengthen the protection of cultural relics and cultural heritage, strengthen the protection and inheritance of history and culture in urban and rural development, and build national cultural parks well. We must adhere to the policy of protecting cultural relics in the new era, strengthening management, exploring their value, effectively using them and making them live, and comprehensively improve the protection and utilization of cultural relics. The cultural industry system is gradually improving, and its scale is growing. The digital cultural industry is developing rapidly, and new forms of business such as online broadcasting, webcasting and immersive experience are emerging rapidly. The cultural market is becoming more prosperous, standardized and orderly.

The report of the 20th National Congress of the CPC proposed to improve the modern cultural industry system and market system, and implement the strategy of leading major cultural industry projects. We should fully, accurately and comprehensively implement the new development philosophy, take innovation as the core driving force and major cultural industry projects as the starting point, optimize the industrial structure, expand cultural consumption by urban and rural residents, and enhance the overall strength and competitiveness of industrial development. In line with the development trend of digital industrialization and industrial digitalization, we will promote the application of 5G, big data, artificial intelligence, virtual reality, augmented reality, ultra-high definition and other technologies in cultural creation, production, communication, consumption and other links. We will transform and upgrade traditional business forms such as performing arts, entertainment and arts and crafts, and foster new business forms and models such as online broadcasting, digital art and immersive experience. We will accelerate the cultivation of a number of brand-name cultural industrial parks and raise the level of national cultural industrial parks. We will promote the development of national pilot and demonstration cities for cultural and tourism consumption and national nighttime cultural and tourism consumption agglomeration areas. We will establish a sound, scientific and effective service quality eva luation system for the cultural and tourism markets, improve a new credit-based market supervision mechanism, and promote the formation of a unified, open, competitive and orderly market system.

We will deepen the integration of culture and tourism

Culture is the soul of tourism, tourism is the carrier of culture, the two are inseparable, have a natural connection.   The General Office of the CPC Central Committee and The General Office of the State Council issued the 14th Five-Year Plan for Cultural Development, and The State Council issued the 14th Five-Year Plan for Tourism Development and other documents, both of which made specific arrangements for promoting the integration of culture and tourism. The integrated development of culture and tourism was deepened, concrete and effective, and gratifying progress was made in the integration of business forms, products, markets, services and exchanges. Red tourism, tourism and performing arts are thriving, and the construction of national cultural parks is progressing steadily.

According to the report of the 20th National Congress of the Communist Party of China, we should insist on using literature to shape tourism and travel to complement literature, and promote the deeply integrated development of culture and tourism.
